Oct. 6, 2022 on The Story: Last month, a vice principal at Franklin High School in Southeast Portland called 911 for help. She told the dispatcher that a person had been flashing guns while driving by the school, and that people were “worried and scrambling.” Despite being listed as a high-priority call, it took an hour and 20 minutes before an officer finally responded.
