Is this police brutality? Toronto police say NO. The woman who filmed the takedown says YES.

A Toronto woman says she was shocked — watching an arrest Tuesday Sep. 24 in an alley near Church and Isabella in Toronto. She recorded the interaction — as several police officers were seen punching and kicking a man on the ground — during an arrest. Toronto police say they are reviewing the incident and have charged the man with assault with the intent to resist. Meanwhile, a former police services board member says its the officers who should be investigated for assault. He says the interaction is part of a troubling pattern and is now calling for a wider review of police take downs.
