The United Nations on Wednesday (October 29) called on Brazil to end a “cycle of extreme brutality” in its policing methods, following a deadly police raid in Rio de Janeiro that left at least 132 people dead.
The raid, which took place on Tuesday (October 28), was the deadliest police operation in Brazil’s history, with 132 people killed, according to public defenders.
Marta Hurtado, U.N. Human Rights spokesperson, said that Brazil must ensure that law enforcement operations comply with international standards regarding the use of force. She also called for prompt, independent, and effective investigations into Tuesday’s events and for a full-fledged policing reform.
“The long list of operations resulting in many deaths raises questions about the way such raids are conducted,” Hurtado said. “Brazil must address systemic racism against people of African descent, which is paramount to ending a system that perpetuates racism, discrimination, and injustice.”
Hurtado emphasized that violations cannot go unpunished and that proper accountability processes must lead to truth and justice to avoid further impunity and violence.
State police said the raids targeting a major drug gang the day before had been planned exhaustively for more than two months, designed to drive suspects into a forested hillside where a special operations unit was waiting in ambush.
