The tragedy began when Randy Cox was placed in a police transport van that lacked seatbelts. While driving, the officer behind the wheel—who was reportedly speeding—braked abruptly to avoid a collision. Because Cox was handcuffed and unsecured, he was thrown forward with such force that he suffered a cervical spine fracture. Despite his desperate pleas that he couldn’t move, officers at the detention center initially accused him of faking his injuries and “playing around.”
The fallout from the case has been historic. In 2023, the City of New Haven agreed to a $45 million settlement—the largest police misconduct payout in U.S. history—to cover Cox’s lifelong medical care. Following the incident, five officers were arrested and charged with reckless endangerment and negligent cruelty.
As of February 2026, the criminal cases have concluded with controversial results. While the officers were fired from the department, none received jail time. Two officers took plea deals for suspended sentences, and a judge recently dismissed the charges against the remaining three officers, granting them a probation program that allows the crimes to be erased from their records. One officer even successfully appealed his firing and was reinstated to the force.
