Clarence Evans, a 39-year-old African American man, Evans was approached by the white deputy, who first asked about a lost dog before demanding his ID. When Evans refused, the deputy grabbed his arm and insisted he was a fugitive from Louisiana. Evans’ wife, Kenya, recorded the encounter, which Evans later posted on Facebook, where it has been viewed over 21,000 times. Another deputy arrived, confirmed Evans was not the suspect, and the officers left without arresting him. Evans is suing a Harris County Precinct 4 deputy for allegedly violating his rights and racially profiling him by falsely identifying him as a wanted fugitive. Harris County Constable Mark Herman has defended the deputy’s actions, blaming Evans for escalating the situation.
