Emily calls Yagami to ask him out on a date, and says he might have something good come his way and meets a scared family with cardboard boxes near them. The boy says they are running away, and Yagami assures them he means no harm. He states they owe money to yakuza, and have been fleeing them from Chiba, but they always manage to track them down. Their inventory stash falls over, and Yagami asks to investigate before they clean up. Using the Detector, he finds a bugged power strip.
After Yagami shows the father the bug, five yakuza arrive for collection purposes. Yagami is able to defeat them, and they confirm they hired someone from the Illegal Detective Agency to bug the family. He hid his face, so they do not know what he looks like, but he is the one who dropped them off, pointing to a van parked near Fukutoku Park. The van flees, but Yagami sees a still-warm cigarette butt on the ground with a unique smell. Before he leaves, he recommends a Kamurocho-based law firm to the family to resolve their loan situation.
Yagami calls Ranpo to follow the smell of the cigarette butt, presumably from the corrupt detective. Ranpo leads Yagami to a garage on Jinnai Service Road, and sees the same van that the yakuza chasing the family were dropped off from. A man exits the garage, and Yagami recognizes him; Ogami. Yagami asks Ogami to let him see what is inside the garage, but Ogami does not budge and chooses to defend himself.
Defeated, Ogami admits to being the corrupt detective and is thrilled to finally be caught. He made these cases to take part in a detective story after finding his duties as a prosecutor and side job as a detective boring. He made his secretary plant the bug to divert suspicion away from him. Ogami makes a proposal: They form a team where Ogami makes trouble and Yagami solves them, with the two splitting profits. Yagami refuses, and Ogami is arrested. Tsukumo thanks Yagami for his help and aims to redouble his efforts as a detective.
Yagami goes to the station, and sees that Emily is already present this time. Stating that today is special, they go to Chinatown again for Chinese food. There, Emily states she enjoys walking with Yagami like this. After fumbling around with her words, Emily is able to tell Yagami she loves him, and he agrees to be a couple with her. She runs toward him for a hug, and onlookers cheer for the new couple before Yagami walks her back home.
The keyword “Judge Creep ‘n Peep” leads Yagami to the same love hotel he had previously encountered him. He uses the Noise Amp to find him through his camouflage. He throws a nearby can at the judge, but he dodges and glides away. Yosuke calls Yagami and tells him Tsukino has been abducted, then asks him to come to the large screen at Kamuro Theater. He sees a crowd gathered and Yosuke hands him Tsukino’s bag, then they look at the screen to see the Filthy Four announce that perverts across the nation have gathered to build a pervert kingdom in Kamurocho. Giant Impact declares he will be king, and Tsukino will be his queen, while the Twisted Trio will be leaders of the legislative, executive, and judicial branches.
With Tsukino’s bag in hand, Yagami calls Ranpo to find her. He is led to the abandoned love hotel where he and Sugiura discovered Shono secret lab three years ago, and sees it is being guarded. He looks for another way in, and sees a duct on the second floor as an alternate entry point. He climbs up the building and enters through the duct. With the lower two floors having only the perverts the Four had drawn to them, Yagami checks the third floor, where he finds the Four and Tsukino. They insist on having her be a witness to their peverted acts, and fight Yagami to keep Tsukino. Yagami defeats them all again, and Tsukino regains her memories. The perverts all praise Yagami’s power of love, and let him take Tsukino, and then he calls the police. Outside, Yosuke is relieved to see Tsukino safe and encourages her and Yagami to see each other again.
