A bizarre case out of Oklahoma is catching the attention of people everywhere just as Halloween season begins.Cops arrested Geneva Robinson, 49, after a 7-year-old girl told the Department of Human Services the woman dressed in a witchâs costume, hung her up by her underarms using a pink dog collar, and whipped her with an orange and black whip.
