Police can do Preliminary Investigation before registration of FIR in these 4 types of exceptional cases otherwise police is duty bound to register the FIR first and do investigation thereafter in a cognizable offence. Not doing so by any police officer is a punishable offence u/s 166A of the IPC (Indian Penal Code).
