MPs Grill Judge Singiza
The new chairperson of the Judicial Service Commission Dr. Douglas Singiza has denied accusations levelled against him that he is a cadre judge.
He was responding to queries by Legislators on the Parliamentary Committee of Legal and Parliamentary affairs who quizzed the Judge’s capacity do dispense fairness and justice in his new mandate.
Douglas Singiza who was sworn in yesterday as a chairperson of the Judicial Service Commission, started his new mandate by appearing before the Parliamentary Committee of Legal and Parliamentary affairs to defend the ministerial Policy statement of the Commission. In his opener, he made commitment to clean up the judicial system by wiping out corrupt judicial officers
The commission highlighted the practices corruption, abuse of judicial powers, delay of cases, delayed delivery of judgements, Lazy judges among others as the leading complaints recorded
However, MPs on the committee led by Abdu Katuntu MP Bugweri County gave him a baptism of fire as they expressed their dissatisfaction with the capacity of Singiza to discipline errant judicial officers given his modest experience in judicial Service.
Wilfred Nuwagaba the Ndorwa East legislator also challenged Singiza to assure them whether he is fit for the task, claiming that he has been rising through the ranks at a terrible speed because he is believed to be a cadre judge.
However, this question didn’t sink in well with Singiza who registered his displeasure before distancing himself from the allegation. He stated that his promotion has always been informed by his skills; being a holder of PhD in Law since he joined the judiciary in 2018 as a Grade One Magistrate
Committee members also pointed out complaints of bias in promotions of judicial officers which is said to play to the advantage of cadre Judges.
The committee was also not pleased with the strategy of the judicial Service Commission to clean up the Judiciary.
MPs also recommend the judicial Service Commission to do away with the practice of appointing Acting judges which according to them is odd.
