Will McNeil Jr. was stopped by law enforcement shortly after 4:00 PM on February 19 for failing to activate his headlights and tail lights during inclement weather conditions. According to the official report, McNeil Jr. was not wearing a seat belt at the time of the stop. When asked to present identification, he reportedly became verbally combative with the officer.
