On December 5, 2020, Lieutenant Karan Nazario of the Virginia National Guard was driving his newly purchased vehicle when Officer Daniel Crocker of the Windsor Police Department signaled for him to pull over, citing a suspected license plate violation. Instead of stopping on a dark stretch of road, Lieutenant Nazario activated his turn signal, slowed down, and drove about a mile to reach a well-lit gas station. During this time, Officer Joe Gutierrez joined the pursuit. Upon arrival, both officers exited their vehicles, drew their firearms, and pointed them at Lieutenant Nazario.
