The affidavit of probable cause from Benny Pena-Rivera’s arrest states that Chief Fisher identified himself by saying “Manheim Township Police” twice.
It also states that the two men got into a scuffle, specifically mentioning that Pena-Rivera pushed and shoved the police chief. The surveillance video, which does not include audio, shows the two wrestling until Pena-Rivera breaks free and runs away.
News 8 obtained surveillance video from the attorney representing the man on a motorcycle, Benny Pena-Rivera. The video is from outside a business on Fruitville Pike.
